Why some blur comes back and some does not

Blur is information spread across neighboring pixels. Undoing it means estimating how it was spread — a straight streak from a shaky hand, an even circle from a missed focus, a directional smear from a moving subject — and then reversing that spread. Telling the tool which kind it is makes the estimate much better than a generic sharpen.

Where a real limit sits: if the detail was smeared across a wide area, it is simply gone, and pushing the strength further produces edges the model invented rather than detail it recovered. Faces stay believable much longer than small text does.

Can it fix any blurry photo?

No. Mild to moderate blur usually recovers well; a frame that is fully smeared has lost the detail entirely and no amount of strength brings it back.

Will blurry text become readable?

Sometimes the shapes come back far enough to read. Do not trust reconstructed characters for anything that matters — the model completes letters it thinks belong there.

What does recovery strength actually change?

How hard the deblur pass pushes. Low values correct softness; high values rebuild edges aggressively and start producing halos and texture that were never in the photo.

Should I unblur before or after upscaling?

Unblur first, or use the 2× option here so both run in one pass. Upscaling a blurry file just enlarges the blur.

Why do bright outlines appear around edges?

That is ringing from too much recovery. Lower the strength and keep halo suppression on.
